Secrecy Examined

 

This section of the briefing is regarding secrecy. how secrecy works, how have these projects worked. Some years ago a military advisor of mine, explained to me something called an ’unacknowledged special access project’ or ’USAP’.

 

This is a project while compartmented and which requires special access, its also unacknowledged. And what that means is that no one outside that compartmented area of operation is told about it. And it doesn’t matter if the person is the President of the United States, the head of Intelligence or the Joints Chiefs of Staff or the head of the Defense Intelligence Agency.

 

I have, over the past eight years, had the responsibility, unwelcome I might add, on my part, of having to brief a sitting CIA Director on this issue, a sitting head of the Defense intelligence Agency, an Admiral who headed up the J2 position, the head of Intelligence for the joints Chiefs of Staff, as well as other senior people within the Congress, the Senate, the United Nations and Foreign Governments.

 

I have found that for the most part, these high officials have known nothing about these compartmented ’special access’ projects which are unacknowledged and which deal with this issue.
