It may be that the discrepancy between Condon's summary and the work of his own staff was the result of an innocent lack of activity and lack of perception on Condon's part. Nevertheless, to repeat an earlier quotation from Condon, "where secrecy is known to exist, one can never be absolutely sure that he knows the complete truth" (Condon & Gillmor, 1968, p. 522).
